Versicherungspflicht für Kernkraftwerke: GRÜNE sind für Anhebung der Deckungsvorsorge

Die GRÜNEN unterstützen AquaSolis Forderung. Sie wollen im Falle eines Wahlsieges eine umfassende Versicherungs- und Rückstellungspflicht für Kernkraftwerke durchsetzen.

AquaSolis CEO Jürgen Schmid hatte die deutschen Parteien zur Stellungnahme aufgefordert, ob sie im Falle eines Wahlsieges die Einführung einer umfassenden Versicherungs-Haftpflicht für alle Stromproduzenten einschließlich Atomkraftwerke unterstützen würden. Die GRÜNEN haben als erstes geantwortet und in deutlichen Worten ihre Unterstützung signalisiert:

„Wir werden” – so Sibylle Steffan von der Bundes-Geschäftsführung der GRÜNEN und auch Anne Franke (M.d.bayer.L) – “uns im Falle eines Wahlsieges als Mandatsträger dafür einsetzen

a)      eine Versicherungs-Haftpflicht für sämtliche Kraftwerksbetreiber einzuführen und

b)      eine gesetzliche Obligation, binnen von acht Jahren die erforderlichen Rückstellungen für die Verwertung und Entsorgung aller beim Betrieb und Rückbau der Kraftwerke entstehenden Abfälle zu treffen. Diese Rückstellungen müssen vor Insolvenz geschützt getätigt werden.”

Darüber hinaus fordert Sibylle Steffan von der Fraktionsgeschäftsführung der GRÜNEN einen internationalen Lösungsansatz:

“Es besteht bereits eine Pflicht zur Deckungsvorsorge für Schäden durch Unfälle in Atomkraftwerken. Diese deckt allerdings nur einen geringen Teil der möglichen Schäden durch einen GAU ab. Wir wollen die daher anheben. Da Strahlung nicht an nationalen Grenzen halt macht, streben wir hier eine grenzüberschreitende europäische Lösung an.

Bezüglich der Rückstellungen beabsichtigen wir, diese aus den Unternehmen in einen öffentlichen Fonds zu überführen, um zum einen mehr Transparenz zu gewährleisten und zum anderen dafür zu sorgen, dass ausreichend Finanzmittel für den Rückbau der Reaktoren und die Endlagerung des Atommülls zum richtigen Zeitpunkt zur Verfügung stehen.“

Und Olaf Denter, Sprecher aus dem Büro von Jürgen Trittin, MdB, ergänzt: “Auch wenn uns bewusst ist, dass es kaum möglich sein wird, eine komplette Schadensvorsorge zu betreiben, da diese nicht über eine Versicherung abzudecken ist, müssen die Atomkraftwerke eine möglichst weitgehende Schadensvorsorge treffen. Auch bei Kohlekraftwerken wurde hier zu wenig getan. Vor allem die Schäden durch den Kohleabbau  werden weitgehend von der Allgemeinheit getragen. Ein erster Schritt könnte hier die Einführung einer Förderabgabe sein.”

a.       From a specialized engineering firm with a narrow focus we have developed into a full-scale planning company. We can offer turnaround planning with the geotechnical investigation and land survey integrated with our planning team, which can then provide the layout-, electrical-, grading-, and road-planning. This “key- turn- solution” is preventing mistakes which might happen if different partners have to work together on one project.
b.      In addition to PV, we offer our services for CSP and wind-powerplants.
c.       Our engineers also cover structural engineering topics and can provide the statical proofs for aluminium- and steel-works.
d.      We have invested in the latest planning software for renewable energy plants. All planning services can be provided out of one hand without any loss of information between different contractors.
e.      We also use the latest software to perform output- and economical analysis, which are double-checked by our own calculations.
f.        For small- to medium-sized projects (50 kW – 100 kW), we have developed a new approach for the foundation design and are able to offer this method for very low prices.

Along with the past three month we achieved construction sites in Japan, England, France, Puerto Rico and the United States with 55 MWp all together. b.      We used to work in different time-zones across the globe. 24-hours our server is accessed by employees in Europe, USA, Africa, the Near East, and Asia. Rather than a restraint, we use the time-difference to work faster on critical projects.
c.       The US- and Canadian-markets are covered by our independent daughter-company AquaSoli LLC, which has its main office in San Francisco.

A new state-of-the-art test-facility was constructed at our German headquarters in 2012. Furthermore employees of the company have been approved by the TÜV for renewable energy planning, one of the highest standards for quality work.
At the new test-facility newly developed piles with higher bearing capacity and foundation elements have been tested with leading racking manufacturers. The improvement of foundations and quality control remains to be our main goal in 2013..
